Train. The European rail system is awesome. The trains take you from downtown to downtown.
I just got back from 3 months in Europe by myself (I’m aslso 18) and the chick that answered above me has it nailed. But I can contribute one suggestion.
Couchsurfing.com
The idea is travelers letting fellow travelers stay in their homes. It’s a bit risky in theory, I understand, but the site has profiles, references, a security system that will check up on you if you go missing. It will save you LOADS of money plus you meet the coolest people. They’re automatically in your mind-set as fellow travelers and they’re local so they can show you the best places to go (and not to go). I did it for a good 2.5 months and had no bad experiences (a few people and I didn’t click but no one tried to rape/kill/mug me. Which I think is pretty awesome).
Have a blast. Which goes without saying.
Go Euro-Rail. If you do overnights on the train in first class you get the little cabins with the beds. The price in the long run is same to cheaper then decent hotels.
Just pick a few citys and book it. A note, London and the Briton Isles are not actually serviced by Euro-rail though you can get a London to Paris transer added on through Euro-rail website. And it is cheaper then flying.
1. Check whether you got enough money. It is 50 EUR (70 USD) per day and person plus flight tickets to Europe from the US (600 – 1000 USD).
2. Get a good guidebook like Rough Guide, Let’s Go or Lonely Planet. It has all the info you need.
With your age I think you’ll be backpacking.
If you are in Minnesota, Michigan or LA go to one of the seminars HI-USA holds: There are more locations for these seminars, check with the HI-USA hostel closest to you.

Things like Contiki tours are pretty organised to give you a good idea of where you are and the little things about the area they know can be helpful.. However in saying that they are usually quite big groups… I travelled through Vietnam with a group call INTREPID TRAVEL.. which has a max group size of about 10-15 people i think. so it gives you more flexablilty..
If you want a guided tour with still some time to yourselves you should try them..
