Don’t quote me, but I believe no matter what the scale reading, the speed would be the same no matter what the scale number (from point a to point b). The speed it actually travels is dependent on the density of the materials it’s traveling through, not how strong the quake was. Just like sound travels the same speed through the same materials, no matter how loud the sound was to begin with. Wave propagation if I remember my high school Earth Science correctly.
