I would start by luring businesses as the individual „personal vacation” book of business will take too long to develop and wont put needed capital on the table.
Service is everything, be sure you are quick on their plans and you shop for the items in your clients best interest.
a little ad in the local church bulletins……………maybe get profiled in the local newspapers…..in it, be sure to let folks know that the travel agent does not cost them anything………….a lot of people do not know that little fact.

Get your business name and web addresses on them so everyone can see (you’ll be surprised at how many people will see it … and it’s free once you get it on). A simple site with a design tool like lets you design it yourself online. It’s easy and cheap.

Then send out a brochure/flyer to these people telling them how great you are and what wonderful service you will give. Included should be at least one special (low priced) trip you can offer and recommend.
Advertise as much as posssible. ( as the old saying goes – don’t hide your light under a basket). The buying public MUST be aware of your business and location.
Put together a nice newsletter and first get people to subscribe to it. Use pay per click, ezine advertising and buy a mailing list from mailorder companies, use good word of mouth advertising you may even work with competitors to see if they can send any work your way in busy seasons. You should develop a good base to start from these areas.

With travel i feel the best advertisement is a good experience using your service. You have to become faux friend’s with customer make them feel like they are at home. Because with technology they can get services anywhere whats gong to make them come to you. One thing I’m sure you can provide that the Internet can’t excellent customer serve rice. Also one of the draw backs with the Internet is the fact you have to pay for your trip all at once. If you can provide installment plans you will have customers lots of them that other people can’t touch because everyone doesn’t have or can’t get a credit card.
