I have a lady friend who bought an open ended airplane ticket and wanted to travel to Canada. When she got to the airport the Brits denied her flight and would not allow her to travel unless she has a certain some of money on hand (she had most but not all). If the foreign country denies you entry – and having no money to support yourself without attempting to work illegally is a pretty good reason – the airline is responsible for flying you back where you came from.
So it would not be the UK government, it would be the airline protecting itself from a free return flight.
The Brits as you so eloquently put it, have no reason whatsoever to stop anyone from traveling to Canada…it has nothing to do with us who goes there.
