My wife is traveling to Mexico with our children. She is a permanent resident of Canada but a Mexican citizen (passport).
Do I need to provide my wife with a notarized consent letter to allow her to travel with our children to Mexico?

It shouldn’t need to be notarized (although that doesn’t hurt), but it’s always a good idea to provide such a letter. It prevents the risk of them being held up at the border.
It is my understanding, your permission/consent will be required. If it is notarized, all the better.
It’s always a good idea, especially if the children are not residents/citizens of the country they are going to.

But, I do not believe she will need one. Call the Immigration and customs folks.
